General Guidelines and Requirements for Strategic Partnerships

Background

Three years ago the Crime Prevention Unit in the Ministry of Justice (CPU) negotiated new funding arrangements with territorial authorities (TAs). This resulted in three broad categories of funding: metropolitan partnerships, provincial plans and targeted project funding. The last three years has demonstrated the relative success of these new arrangements in terms of crime reduction planning and the delivery of targeted projects. To build on this success, further refinements in the funding system for TAs have been determined with effect from the new contract period commencing 1 July 2007. From that date the designation for Metropolitan TAs will be changed to "Strategic Partnerships" to reflect the nature of these partnerships. This memorandum sets out the changes being introduced and the basic requirements of the new funding agreements. The Strategic Partnerships Seminar on 21-22 May 2007 is designed to facilitate participant gaining a full understanding of the new arrangements and to discuss any issues with colleagues from other TAs and CPU staff.

Strategic Partnership TAs from 1 July 2007

  • The number of TAs engaged in Strategic Partnerships will be expanded to 15.
  • The existing 10 are the cities of North Shore, Waitakere, Auckland, Manukau, Hamilton, Tauranga, Hutt, Wellington, Christchurch and Dunedin.
  • The additional 5 cities are Whangarei, Rotorua, Napier, Hastings and Palmerston North.

Basic Requirements of Strategic Partnerships

  • For the 10 existing metropolitan TAs the contract term of the funding agreement will be set at 5 years, with a review of the progress and outcomes of the agreement at the 3 year stage. This review will assess progress and will determine any changes needed to achieve intended outcomes.
  • For the 5 current large provincial TAs which will move to strategic partnerships on 1 July 2007, the initial contract term will be 3 years, with a scheduled review before the end of the term.
  • Each TA will need to ensure that the following basic requirement are in place, or will be within a reasonable period:
  1. a governance board or committee to direct and monitor crime prevention plans, activities and outcomes;
  2. a crime prevention plan that meets the requirements of the TA and which sets out the broad crime prevention/reduction goals and objectives for the contract period;
  3. demonstrated linkage between the crime prevention plan and the relevant Long Term Council Community Plan (LTCCP);
  4. a system of reporting activities and outcomes at least once a year to the TA and to the CPU.

Reporting and Financial Requirements

The CPU will need to receive the following documents to comply with the Ministry’s financial and audit obligations:

  • the annual report (see above);
  • a GST invoice every 6 months;
  • agendas and minutes of meetings of the governance group and other relevant groups.

Where to from here?

  • copies of the generic agreement document will be sent out as soon as it has been finalised;
  • each TA will be notified of their amount of basic funding;
  • the seminar will provide the opportunity for each participant to raise any issues and discuss the new arrangements;
