Some terms used in this website explained in brief:

Act The Secondhand Dealers and Pawnbrokers Act 2004

Appeal Where an applicant formally asks a higher Court to overturn or modify a decision made by the Licensing Authority

Applicant The person who applies for a certificate or licence or waiver

Articles Those items specified and covered under the Act

Authenticated Photographs When someone, approved under the Act, certifies that the photograph provided is a true likeness of the applicant

Authority See Licensing Authority

Cancellation The striking out of a licence or certificate permanently

Certificate A Certificate of approval to undertake some functions under the Act

District Court The Court of appeal (and last resort) from the Licensing Authority

Hearing - In Person A hearing of a Police objection by the Licensing Authority where both the applicant (or agent) and Police appear and give evidence in person.

Hearing - On Papers Where the Licensing Authority determines a police objection based on the papers presented to it, without hearing from any parties in person

Licence That granted to Secondhand Dealers and Pawnbrokers that allows them to operate under the Act

Licensing Authority The Secondhand Dealers and Pawnbrokers Licensing Authority - Judicial Body. Licenses and certifies operators

Pawnbroker Someone who lends money on the security of goods

Pledge Ticket Records the transfer of a chattel by a debtor to their creditor to secure money - the chattel acting as security on the loan

Public Register An electronic register that can be accessed by anyone - that shows who holds licences and certificates under the Act and other information

Renewals The re-grant of a licence or certificate if the requirements for doing so are met

Secondhand Dealer Someone who buys, sells or exchanges secondhand articles or scrap metal, more than 6 times a year

Specified Offence An offence that would preclude someone being licensed or certified under the Act

Statutory Declaration A declaration by a person that the relevant information affirmed to in it or an annexed application, is true and correct and someone authorised by law to do so witnesses this

Suspension Temporary cancellation of a licence or certificate

Waiver The setting aside of the effect of a specified offence that would normally disqualify someone from being licensed or certified under the Act.
