Secondhand Dealers & Pawnbrokers Licensing Authority

The Licensing Authority is an independent judicial body - established under the new Secondhand Dealers and Pawnbrokers Act 2004. From 1 April 2005, the Authority’s primary function will be to license secondhand dealers and pawnbrokers and certify certain employees of licence holders.

The Authority will also establish and maintain electronic public registers of who holds licences or certificates under the new Act.

The Ministry of Justice is responsible for providing the Licensing Authority, with administrative and secretarial support. The Tribunals Unit of the Ministry’s Special Jurisdictions Group, in Wellington, will undertake this function for the whole of New Zealand.
